VI. Comprehensive performance upgrade
The department will be changed to promote its own development overall, with further learning encouraged, monthly science education forums, Party Mass Line education activities, and further study and research at the community level for Party members at subordinate units. There will be more leadership building and training of young leaders to encourage them to get tough at the community level and grow through practice.
